On This Date in Minnesota History: April 18

April 18, 1963 – “Mr. Magoo, the mongoose [that is] a major attraction in the Duluth Zoo” received a full pardon on this date from Secretary of the Interior Stewart L. Udall.

“The animal was donated to the zoo last November by a merchant seaman.

A 1909 law bars mongooses, and Fish and Wildlife Service officials said Mr. Magoo would have to be deported to India.

Udall said he had decided ‘that Mr. Magoo be granted nonpolitical asylum in the United States.’”

April 16, 1921 – St. Paul police today were trying to figure out means of prosecuting over 300 men and 300 hula dancers locked up last night after a raid on the Franklyn Athletic Club. After seeing the show, stool pigeons of the purity squad were so sorry for a blind man in the audience that they let him go.

The dancing ladies dressed behind bathrobes while the dejected guests fled out to automobiles that took them to police stations for the night.

April 15, 1974 – St. Cloud was awarded the title of All-American City on this date. The All-American City Award is given by the National Civic League every year to 10 select cities.  This prestigious award recognizes communities that demonstrate innovation, inclusiveness, civic engagement, and cross sector collaboration to tackle community-wide issues.

The award program began in 1949 when a newspaper reporter brought up the idea to the National Civic League (known then as the National Municipal League).  Since its inception, it has been given to more than 500 cities.  St. Cloud was proud to join those ranks when it was award an All-American City on April 15th, 1974.

St. Cloud was chosen for this award for many reasons.  They were impressed by the organization of St. Cloud Opportunities.  This group was formed in 1955 by St. Cloud individuals concerned with the lack of taxable property and employment in St. Cloud.  They purchased a tract of land and developed it to become the St. Cloud Industrial Park, thus creating the opportunity for 3,000 jobs and more than $20 million a year.

The All-American City committee was also impressed with the history of the city and the health care, education, and religious options available to citizens.  They also liked the development of the Municipal Athletic Complex in a prime commercial area.

In a letter inviting community members to a banquet to celebrate this accomplishment, the St. Cloud Area Chamber of Commerce stated: ‘Monday, April 15, 1974, is a day that most of us will remember for years to come.  We hope that you, your family, business and professional associates and friends are as proud as we are with the announcement that St. Cloud has been named an All-American City by the National Municipal League.’”

April 14, 1921 – St. Paul’s American Hoist and Derrick Company (Hoist) today closed its doors indefinitely for the first time in 38 years of successful business. W. O. Washburn, manager, said the closing was necessitated by cessation of business. He said that instead of a business revival, there was no sale for their products. Large stocks of goods produced under high prices now have no outlet, he said. The company has been one of the largest producers of hoisting machinery and equipment in the country.

Hoist equipment was used in major projects such as the construction of the Panama Canal (1903-1914) and Mount Rushmore (1927-1941), so obviously the company reopened.

In 1985 the 63 South Robert Street location was closed and the manufacturing equipment and inventory were relocated to a new non-union facility in Wilmington, N.C.
